A former prisoner named Eddy Kapend, who was convicted for his alleged involvement in the assassination of ex-President Laurent Kabila in 2001, has been promoted to the rank of brigadier general in an army reshuffle in the Democratic Republic of Congo (DRC). Kapend, who denies any involvement in the murder plot, was released in 2021 following pardons issued by President Félix Tshisekedi. The promotion comes just after John Numbi, a former inspector general of the police and army, criticized President Tshisekedi. Kapend has been assigned as commander of the 22nd military region in his home province of Katanga.
